The setting up of the city of refuge was very interesting. It might also symbolize Jesus Christ. He was our refuge.
All legal system would differentiate between deliberation murder and accidental killing. The problem was how to find out the inner motivation of the killer. Jesus Christ also emphasized the importance of our inner motivation (Matthew 5:23, 28)

Yeah, the meaning of seven is perfect, so seventy seven means the perfect of perfect. Completely forgiving... Yet, someone would interpret it as meaning four hundreds and ninety times.... So another issue of interpretation...

You are right, because church consisted of fallible just forgiven sinners, though in the process of perfection...
The empty seat was often used to deal with some inner desire, when the family experienced a bereavement, or Jewish family in their new year festival still kept an empty seat to expect the coming of Elijah. (Mal 4:5)
