The sons of Reuben and the sons of Gad said to Moses that they wanted to own the land the Lord smote before the congregation of Israel. Moses thought they might have evil motive. But in fact they were still willing to be armed to battle before the Lord. Thus, as leaders, they should not doubt the sincerity of their followers so that any unwise decision won't be made.

The LORD said to Moses, "Harass the Mid'ianites, and smite them; for they have harassed you with their wiles,…" (Nu 25:16-18), but the Israelites didn't. This is probably because the Mid'ianites' sinful life was alluring to them. Negotiation is not allowed when one faces the sin. We should not ignore God's command and get our own way.
