An ephod was closely connected with oracular practices. In the book of Exodus, one is described as being created for the Jewish High Priest to wear as part of his official vestments.
Upon the ephod the Hoshen (breastplate), containing Urim and Thummim, rested. Textual scholars attribute the description of the Ephod in Exodus to the priestly source.
In front of God was the priest, which represented the Israelites. He had to take on the responsibility of telling people how to lead a religious life, serving as the spokesman of God.
