David was promised that the rulership over Israel would come from him. Yet, the promises to David and to the Levites do not necessarily mean that they will always have rulers and ministers over the Houses of Israel. Rather, the Biblical promises may state that the descendants of David and Levi will always be available to fulfill their ancestral functions.

The establishment of the two kingdoms might endorse God's covenant with day and night. Meanwhile the descendants of Jacob and David would not be rejected, for God would restore their fortunes and have compassion on them (Jer 33:26).
