Mount Seir is another name of Edom. Edom took revenge on the house of Judah so the Lord said, "I will take vengeance on Edom by the hand of my people Israel, and they will deal with Edom in accordance with my anger and my wrath;…"(Eze 26:12-14), which is the first prophesy against Edom.

The Edomites assisted Babylon in destroying Jerusalem and showed schadenfreude. Edom had been hostile to God's people (35:5). That's why Mount Seir was to be seriously punished.
