The veil over Moses's face might have a double meaning. First, since the Israelites' minds were made dull, they couldn't see the glory under Moses's veil. Meanwhile, the veil covered Israelites' hearts. As long as they were willing to turn to the Lord, the veil would be taken away.

Second, whoever with unveiled faces reflects the Lord's glory (2Co 13:18). The veil over Moses's face might in fact not exist. It is the rebellious Israelites who couldn't see the Lord's glory claiming there was such a veil. What a pity they were not transformed into the Lord's likeness with ever-increasing glory!
