David's numbering the fighting men angered the Lord and brought about punishment, which is different from what Moses did following the Lord's command. The act was the same but it led to diverse consequences because of the motives varied.

David took the census of Israel to show off, which was incited by Satan (1Ch 21:1). When Satan arouses a human's evil selfish motive, one might not listen to advice as what Joab did to David. Even a loyal follower like David was subject to incitement. Shouldn't a common person be more vigilant?
