The sons of Reuben and the sons of Gad said to Moses that they wanted to own the land the Lord smote before the congregation of Israel. Moses thought they might have evil motive. But in fact they were still willing to be armed to battle before the Lord. Thus, as leaders, they should not doubt the sincerity of their followers so that any unwise decision won't be made.
