Though Ahab once repented (1Ki 21:27), a group of false prophets were still with him, which gave rise to his failure. Since he liked to listen to insincere prophesies, the Lord put a lying spirit in the mouths of all the prophets of his. The Lord decreed disaster for him (22:23).

Micaiah sarcastically said to Ahab that "he would be victorious"(22:15). Even the real prophet would have the thought of giving up Ahab and conveyed the wrong message to him. "In all things God works for the good of those who love him, who have been called according to his purpose"(Ro 8:28). Thus, it all depends on which side we take, the good or the evil.
