The Israelites disobeyed and tested the Lord ten times though they had seen His glory and the miraculous signs. Despite this, Moses deeply believed that the Lord is slow to anger, abounding in love and forgiving sin and rebellion (Nu 14:17), asking for the Lord's pardon.

I feel Moses is indeed a leader full of mercy and he plays a role in bridging the gap between the seemly innocent people and the almighty God. Without his strong belief and full reliance on the Lord, the Israelites would not have been able to cross the Red Sea.
