God made a covenant with Israel that was distinct from His covenant with them at Mount Sinai. The covenant spoken of in this chapter is at the end of the forty years in the wilderness. The one made at Sinai was made toward the beginning of that time.

The covenant made at Mount Sinai was made with the children of Israel. But the one in Moab is expanded. It includes "thy stranger that is in thy camp" (De 29:11). The stranger would be a non-Jew, who would hew the wood or draw the water.
